Steve Roy, LEED AP Joins ESS Group as Director of Water Resources
ESS Group, Inc. is pleased to announce that Steve Roy, LEED AP has joined the firm as Vice President and Director of Water Resources. A nationally recognized market leader, Steve adds a whole new dimension to the ESS Total Water Resource Management Team by providing our clients with cutting edge consulting advice on water resource solutions, as well as insight and direction on emerging policy and programmatic implementation initiative for our federal and municipal customers. Steve builds upon ESS’s growing water resources and stormwater management capabilities and strengthens the firm’s ability to provide comprehensive water management services throughout the region and nation.
Steve has more than 34 years of public and private sector experience in the field of water resource management and stormwater management solutions. His public sector experience at both the local and national level, as well as his leadership role in the Washington DC-based Low Impact Development Center, allows Steve to provide our clients with unique insight and balance on complicated water resource management challenges, from site-specific development to public stormwater utility programs. He is considered a nationally recognized expert in water resource management, stormwater management, water conservation, and environmental impact assessment with a specific focus on water resource impacts from land use activities.

As a former Manager of both the USEPA Wellhead Protection Program and as Water Management Program and Groundwater Program Manager in the Commonwealth of Massachusetts Division of Water Supply, Steve has tremendous insight into the development and implementation of regulations, programs, policies, and technical documents for protection of groundwater quality, water withdrawals, watershed management, and interbasin transfers.
Steve earned an MS in Water Resources from the State University of New York College of Environmental Science and Forestry and a BS in Forestry from the University of Massachusetts. He serves on the Board of Directors of the Low Impact Development Center and is a member of the American Water Works Association, the Water Environment Federation, and the Society of American Military Engineers.
