The Massachusetts Division of Capital Asset Management and Maintenance (DCAMM) is the designated Contract Administrator for Statewide Contract PRF67, the Commonwealth’s Professional Services contract for Environmental Engineering, Diagnostics, and Testing (PRF67). Massachusetts state agencies, cities and municipalities, and others (Eligible Entities) utilize PRF67 to obtain professional environmental and consulting services. PRF67 will expire in November 2021. As professional environmental and consulting services are important to the Commonwealth, DCAMM is developing a Request for Responses (RFR) for a new Professional Environmental and Consulting Services Contract, under a new Statewide Contract PRF77.
DCAMM is issuing this outreach to ensure that potentially interested businesses have sufficient time to research and consider the potential benefits of bidding into the new contract. Contracted entities will be prequalified through PRF77 to bid on environmental work for Eligible Entities. As PRF77 is a new Statewide Contract, and PRF67 will expire this November, all interested businesses will need to apply to be evaluated for potential inclusion on the new Statewide Contract PRF77.
DCAMM encourages any interested professional environmental business to submit a bid on PRF77, once the RFR is published for responses. Supplier diversity and inclusion are important to the Commonwealth of Massachusetts and DCAMM. Minority-owned and woman-owned business enterprises (MBE and WBE, respectively), and disadvantaged business enterprises are encouraged to consider submitting a bid on PRF77, once it is published for responses. If selected for PRF77, a business will become a pre-qualified vendor listed under PRF77 for specific environmental work.
A Notice of Intent to Procure under PRF77 (including WTO Notice) was published on June 7, 2021 at COMMBUYS – Bid Solicitation. DCAMM anticipates that a Request for Responses will be issued in CommBuys in July. The PRF77 RFR will be posted on CommBuys (https://www.commbuys.com/bso/), the official procurement record system for the Commonwealth of Massachusetts.
Information about the CommBuys procurement platform can be found at this website: https://www.mass.gov/learn-about-commbuys-resources. A full list of Eligible Entities can be found at the Operational Services Division (OSD) website: https://www.mass.gov/info-details/why-use-statewide-contracts. The work, depending upon a vendor’s qualifications, include expert environmental consulting, engineering, and investigative services on all environmental matters.
