Matthew Bellisle and Matthew Taylor Named Co-Chairs of the EBC Dam Management Committee

It give us great pleasure to announce a leadership change for the EBC Dam Management Committee.  J. Matthew Bellisle, Senior Vice President at Pare Corporation, and Matthew Taylor, Associate Principal at GZA, are taking over as co-chairs of the committee as Chad Cox steps down as the committee chair. Chad will continue to serve as a member of the leadership team for this committee.

J. Matthew Bellisle
     Mr. Bellisle is a Senior Vice President with the civil engineering firm Pare Corporation (PARE). In this capacity, Mr. Bellisle leads PARE’s Geotechnical Division in the completion of the firm’s dam, geotechnical and waterfront engineering projects, which include inspection, instrumentation, evaluation, and design, as well as soils evaluations and foundation designs. Mr. Bellisle’s experience spans more than 23 years and includes than 750 dam inspections and evaluations, the design of 2 new dams, and the repair of more than 75 dams throughout New England. Mr. Bellisle has provided presentations to numerous public agencies and has provided training sessions for other engineering professionals through FEMA, RIEMA, RISPE, NEWWA, MADCR and MADCR DWP.
Mr. Bellisle received a Bachelor of Science in Civil and Environmental Engineering and a Masters of Science in Civil Engineering from the University of Rhode Island and is a registered professional engineer in Massachusetts, Rhode Island, New Hampshire and New York.

Matthew A. Taylor
     Matthew Taylor currently serves as the Dam and Levee Safety Group Leader for GZA’s Metro Boston offices. He has over 20 years of consulting experience with duties that include dam and levee safety inspections, geotechnical and hydrologic/hydraulic analyses, preparation of Emergency Action Plans, small hydropower feasibility studies, development of construction documents, preparation of permit applications, and construction administration for dam rehabilitation and dam removal projects. He holds a BS in Civil Engineering degree from the University of Rhode Island and an MS in Civil Engineering (Geotechnical) from Northeastern University. He is a registered professional engineer in six states and is an approved Independent Consultant by the FERC for 12D dam safety inspections. He is a past chair of the BSCES Geo-Institute and is a member of the Association of State Dam Safety Officials and the US Society on Dams.
