Bedford, New Hampshire – August 31, 2009 – Colonel (Ret.) Curtis Thalken, Former Commander of the New England District of the U.S. Army Corps of Engineers has joined Normandeau Associates as a Vice President. Colonel Thalken will focus on the management of large, complex projects and continued expansion and strategic development of Normandeau Associates.
Colonel Thalken will add high level regulatory expertise to the firm regarding environmental impact studies, licensing and permitting for energy projects, harbor dredging, transportation and other infrastructure projects. He also will play a major role in strengthening our relationship with the Army Corps of Engineers as well as with the Navy, Air Force, Homeland Security, Coast Guard, Veterans Administration and other federal and state agencies. Colonel (Ret.) Thalken is a graduate of the U.S. Military Academy, at West Point, NY. He holds a Masters Degree in engineering sciences from the Thayer School of Engineering at Dartmouth College and a Masters in strategic studies and international relations from the U.S. Naval War College. He taught civil engineering at the U.S. Military Academy, West Point. Colonel Thalken is a licensed Professional Engineer.
Colonel (Ret.) Thalken has over 26 years of engineering, management and regulatory experience with assignments throughout the United States and abroad, including Fort Devens, MA; Fort Riley, KS; West Point, NY; Fort Stewart, GA; Suffolk, VA; Germany, Afghanistan and surrounding countries. In his new position, he will work with Normandeau staff and clients throughout the country as well as internationally.
Most recently Colonel (Ret.) Thalken served as Commander of the six-state New England District of the Army Corps of Engineers where he directed 700 employees with an annual budget of over $210M. He had a wide range of responsibilities including navigational dredging projects in Boston MA, CT, NH and RI; numerous wetlands permitting and restoration projects; flood control and flood plain management; operation and maintenance of over 30 dams and hurricane barriers, dam removals, riverbank and shoreline restoration, permitting of highways, airports, railroads, electric transmission lines, hydropower, wind farms and other development projects; water supply and river basin studies; disaster assistance and supporting the Department of Homeland Security in design and construction of border patrol stations. In addition, Colonel Thalken and his staff at the Corps of Engineers had a close working relationship with the U.S. EPA in New England serving as contract managers on a large number of Superfund site clean-ups. He also served as co-chair of the Saint Croix River Watershed Board of the International Joint Commission (IJC) for the boundary waters of the U.S. and Canada.
