Epsilon Associates is pleased to announce that David Klinch has joined the firm as a Senior Consultant. David is a highly regarded regulatory specialist and project manager with more than 20 years of consulting experience. Most recently, he worked for UniStar Nuclear Energy as in-house Environmental Permitting and Licensing Project Manager for their operating nuclear power projects in New York and Pennsylvania.
As an environmental regulatory specialist, David primarily focuses on the energy sector, including power generation and transmission line projects, natural gas pipelines, coastal and offshore development projects. David has also done extensive licensing and compliance work for nuclear power facilities. David has supported projects for clients such as Northeast Utilities, Pennsylvania Power & Light Company, Inc., PG&E National Energy Group and FPL Energy.
At Epsilon, David will be part of our Ecological Sciences group, where he will strengthen our energy permitting and ecological practices in Massachusetts, New York, and the Mid-Atlantic states.
David earned his B.S. in Environmental Science and M.S. in Environmental Studies-Water Resources at the University of Massachusetts, Lowell. He is certified as a Professional Wetlands Scientist by the Society of Wetland Scientists, is an active member of the American Nuclear Society, and is a Certified Project Management Professional. He is also a contributing author for the Environmental Science Deskbook (Thomson Reuters/West 16th ed. 2013). He authored the chapter on wetlands, which focuses on wetlands regulations and science. The most recent edition was released in 2013.
