It has been just over one year since the EBC Solid Waste Management Committee hosted a webinar titled “The Scoop on Dirty Dirt” facilitated by industry leaders illustrating the challenges faced by developers, consultants, engineers and other affected parties with projects and the challenges of impacted soil disposal and management.
Following this meeting and recognizing the need to act, the panelists and others seeking solutions to the challenges and constraints of soil disposal and management formed the Massachusetts Soil Beneficial Reuse Coalition (MSBRC) and began to actively develop a strategy to develop and pursue an action plan and solutions. Multiple meetings of the MSBRC resulted in a meeting with the Massachusetts Department of Environmental Protection on October 20, 2022 where a formal presentation outlined the following five key concepts to support action items defined by the MSBRC:
- Revisions to COMM‐97 Policy
- Revisions to COMM‐15 Policy
- Beneficial Use Determination Regulation Amendments
- Propose COMM‐23 Policy
- Create a Policy and develop the regulations to establish Soil Mono‐Fill facilities in Massachusetts
Please join the EBC, representatives from the Massachusetts Soil Beneficial Reuse Coalition (MSBRC), large developers, and general contractors directly affected by this capacity shortfall. The overall discussion will focus on the current impact the soil disposal shortfall is having, what the proposed solutions are, and further advancing those to improve the soil disposal and management issues within the Commonwealth.
