This EBC Water Resources webinar will provide an in-depth review of the proposed updates to regulations for industrial facilities with stormwater discharges including providing an overview of the 2020 Multi-Sector General Permit (MSGP) which would replace the 2015 MSGP upon finalization (expected in November 2020). This proposed permit would cover stormwater discharges from industrial facilities in areas where EPA is the NPDES permitting authority. The EPA speaker will give an overview of the significant proposed changes and comments received and discuss the continuing ITO process for unpermitted facilities, and anticipated time frame for new NOIs.

We will also hear from MassDEP on their approach to existing permit renewals and how they are beginning to incorporate PFAS monitoring into industrial discharge permits.  Massachusetts Surface Water Quality Standards do not include numeric criteria for PFAS but the Department cites 314 CMR 4.05(5)(e) for the “narrative” criteria that “[a]ll surface waters shall be free from pollutants in concentrations or combinations that are toxic to humans, aquatic life or wildlife.”

Our program will conclude with a presentation that will attempt to demystify PFAS and its effects on human health and the environment, discuss what states around the country are planning (or not planning) to do to address PFAS in surface waters, and discuss the implications that PFA surface water quality monitoring may have on the industry going into the future.

A robust panel discussion with the audience will conclude the program.
