MassDEP has been examining the steps needed obtain authorization from the U.S. Environmental Protection Agency (EPA) to oversee and implement the federal Clean Water Act’s National Pollutant Discharge Elimination System (NPDES) program, which includes permit issuance, compliance, and enforcement activities for facilities that discharge pollutants into surface waters in Massachusetts. While the vast majority of states have obtained authorization (aka “delegation”) from EPA to administer the NPDES program, in Massachusetts the NPDES program is currently administered by EPA.
Beth Card, MassDEP Deputy Commissioner for Policy and Planning, has been spearheading MassDEP’s effort to examine NPDES delegation. Beth will speak to EBC members about the NPDES delegation, the needed elements of a successful program, and how the state may get authority to run it, and discuss the projected costs to do so. After a brief overview, there will be time for questions and discussion with attendees.
