The cleanup of a Toxic Substances Control Act (TSCA) regulated polychlorinated biphenyl (PCB) site typically involves excavation and offsite landfilling of large quantities of soil and/or removal and landfilling of PCB-contaminated building materials to achieve cleanup standards.  This approach can be costly, and in some cases, infeasible due to the extent and degree of contamination.  In addition, landfill capacity issues can adversely affect cleanup schedules.  The focus of this EBC TSCA program is on alternatives to landfilling for both PCB remediation waste and PCB bulk product waste.

The program will begin with a brief summary of treatment and disposal options allowed under the TSCA regulations, followed by presentations of alternatives to landfilling, including encapsulation of building materials, in-situ treatment of building materials, and in-situ and ex-situ treatment technologies for soil and sediment.  The regulatory process for obtaining approval for use of these technologies will also be discussed.

A robust panel discussion with the audience will conclude the webinar.
