EBC Renewable Energy Program: Massachusetts Solar Energy Program: The Transition from SREC-I to SREC-II

Development of solar installations is the fastest growing renewable energy sector in Massachusetts. This was evidenced when the Governor’s 250 MW goal was met 4 years ahead of schedule and well over 400 MWs were qualified as of June, 2013. The impact of meeting that goal (and essentially “closing out” that initial aspect of the Massachusetts’ solar program, SREC-I) caused disruption in the industry, and forced the DOER to promulgate new regulations to deal with incentives to both foster and control the continued development of solar in Massachusetts.

To that end, DOER is in the process of finalizing SREC-II regulations, which will establish the process for qualifying Solar Renewable Energy Credits going forward. Various changes to the net metering market are also being considered, and interconnections and financing issues remain hot topics.

At this EBC Renewable Energy Program, we will have experts from the state agencies and experts in the field to discuss the transition to the SREC-II program. Representatives of various entities representing alternative financing vehicles will speak. We also will have project developers who will describe the recent changes and future challenges to the solar market.
