The Massachusetts Green Communities Program
The Green Communities Program is focused on providing incentives and programs for cities and towns in Massachusetts to reduce energy demand through energy efficiency programs and implementation of renewable energy resources. The GCA provides for up to $10 million annually for assistance to municipalities that meet specified criteria. DOER is also helping to facilitate access to federal funds under ARRA and Clean Renewable Energy Bonds (CREBs). In order to be designated as a Green Community, municipalities must conduct energy inventories and implement as-of-right siting for renewable energy, and meet certain other criteria (not all criteria need to be met in order to qualify for assistance in the early stages of the program). Applications for planning assistance to municipalities seeking Green Community designation were due Aug 14, 2009 and awards are expected to be announced before the end of August.
As the Green Communities qualification criteria were finalized in July and the program is now moving into the initial implementation phase, this is a perfect EBC Energy Committee to attend if you need to know about this innovative program for the Commonwealth of Massachusetts
