PCBs are one of only a few contaminants regulated both by the EPA (through TSCA) as well as by individual states (MassDEP). As the TSCA regulations are fairly rigid and prescriptive, the investigation and remediation of PCBs can be extremely challenging. PCB investigation has the potential to affect a wide range of interests, from real estate owners and tenants to lenders, contractors, and insurers.
