This EBC Climate Change Series of five programs will examine the latest adaptation and resiliency programs at the city, state, and federal level as well as at institutions and in the private sector.

This first program in the EBC Climate Change series will focus on Adaptation and Resilience at the Massachusetts State level.  The Commonwealth’s climate policy is guided by the mitigation commitments to reduce greenhouse gas emissions 25% by 2020 and 80% by 2050 (from a baseline level established in 1990) as required by the Global Warming Solutions Act (GWSA) of 2008.  The GWSA also required the Secretary of Energy and Environmental Affairs to convene an advisory committee to identify adaptation strategies and produce an adaptation report which was released in September 2011.  Governor Baker has renewed the emphasis on adaptation by signing an Executive Order in September 2016 to develop a Climate Adaptation Plan for the Commonwealth.  The Order requires the Secretaries of Energy and Environmental Affairs and Public Safety work together to (1) develop a framework for each Executive Office to assess its and its agencies’ vulnerability to climate change and extreme weather events within one year, and identify adaptation options for its and its agencies’ assets, (2) publish a Climate Adaptation Plan that includes a statewide adaptation strategy within two years, and (3) provide technical assistance to communities to help them prepare for climate change.  At this program, agencies working on climate adaptation and resiliency programs will discuss their initiatives for 2017 and how they will be contributing to the State Adaptation Plan.
