The construction of any major stationary source or a major modification to any major stationary source requires a Prevention of Significant Deterioration (PSD) Permit from the EPA or the delegated state regulatory agency. Recent regulatory and legal actions, such as the issuance of complicated modeling guidance for the dioxide (NO2) and sulfur dioxide (SO2) National Ambient Air Quality Standards (NAAQS), the implementation of the EPA’s Tailoring Rule, and the January 2013 U.S. Court of Appeals for the District of Columbia Circuit decision which vacated the EPA’s Significant Monitoring Concentration (SMC) for PM2.5, have contributed to an increase in the impact of PSD permitting considerations on the major source project design and development process.
The purpose of this EBC program is to provide an overview of recent changes in PSD permitting, and to get perspectives from the major source project permitting and development communities on the potential impact of recent changes in PSD permitting on the major source project permitting, design and development processes. The program will include a discussion and Q&A with a panel of experts in air quality permitting and major source project development who will each provide their unique perspectives on the issues associated with permitting, designing, and developing a major source project under the current PSD rules.
