In a year of unprecedented global economic and public health impacts from COVID-19 and climate change, the U.S. offshore wind developers and supply chain are cautiously optimistic that federal, state and industry decisions will be made in 2020 that will advance us to permit approval, design and installation of large-scale commercial offshore wind farms.

Decisions are also being made by over 300 members of the US Offshore Wind Technical Advisory Panel for the development of standards for compliance practices. These draft US standards under development since 2017 will be voted on soon for approval and advancement to the American National Standards Institute (ANSI) industry consensus-building standard adoption process.

These collective decisions in 2020 and 2021 will strengthen the growing U.S. offshore wind position in the global market and help improve worker health and safety, economic recovery, and protection of the environment.

Equinor Wind US, Ørsted, Mayflower Wind, and Vineyard Wind are advancing their offshore wind development projects in the Northeast. Representatives of each of these developers have been invited to provide updates on the decisions being made to advance the industry and the outlook for 2021 and beyond.

The states of Connecticut, Massachusetts and Rhode Island have awarded long term power contracts to Park City Wind, Vineyard Wind, Mayflower Wind and Ørsted. New Hampshire and Maine have joined in the market.

Redevelopment of two ports in Rhode Island and two ports in Connecticut is underway to complement the first US offshore wind port at the New Bedford Marine Commerce Terminal.

The State of Rhode Island’s Governor Gina Raimondo announced in October a plan to procure 600 MW of new offshore wind generation capacity. A draft RFP will be released in 2020, and the State anticipates releasing a final RFP during early 2021. This announcement is in-line with the Governor’s order to place Rhode Island on the path toward meeting 100 percent of its electricity demand with renewable energy resources by 2030. Governor Raimondo stated, “Offshore wind will help us achieve that bold, but achievable goal, while creating jobs and cementing our status as a major hub in the nation’s burgeoning offshore wind industry.”
