Mission Statement

The mission of the EBC TSCA and Emerging Contaminants Committee is to identify and address Toxic Substances Control Act (TSCA), polychlorinated biphenyls (PCBs), and emerging contaminant issues that are of interest to EBC members and their clients. Issues include but are not limited to legislative, regulatory and policy developments, innovative technologies, and business development opportunities at the federal, state, regional, and local level. These issues are addressed by providing objective information from up-to-date and reliable sources including government officials, technology developers, and business experts.

To implement this mission statement the committee will:

  • Create and foster an open and ongoing exchange with state and federal regulatory officials.
  • Organize programs, workshops or conferences on major topics concerning TSCA and Emerging Contaminants that provide objective information from up-to-date and reliable sources including government officials, technology developers, and business experts.
  • Foster networking opportunities that create opportunities for the EBC membership to meet important stakeholders, including regulatory officials, potential clients and other EBC members.
  • Seek diversity in selection of program topics, selection of program chairs, and selection of program speakers when addressing issues of concern.

Working Groups

The EBC TSCA and Emerging Contaminants Committee will focus its work on two distinct working groups:

  • TSCA and PCB Working Group
  • Emerging Contaminants Working Group

TSCA & PCB Working Group

The TSCA & PCB Working Group will focus on recent industry practices dealing with site remediation and building demolition as they pertain to the remediation/abatement of PCBs. Currently, there is a considerable amount of uncertainty in the industry regarding the assessment, remediation/abatement, demolition, and disposal practices associated with contaminated soil and building materials (caulking, paint, concrete, etc.). The TSCA & PCB Working Group will serve to understand and communicate EPA-compliant approaches for remediation of these materials. The working group will interact with the EPA Region 1 TSCA administrator on a frequent basis to understand what approaches have been both proposed and approved.

Program topics include:

  • Assessment of PCB impacted media
  • Analytical techniques and current methods
  • Fate and transport of PCBs in the environment
  • Contaminated site remediation with impacted environmental media
  • Assessment of suspect PCB-containing building materials
  • Demolition of buildings with PCB-impacted building materials
  • Remediation and construction & demolition waste management
  • Treatment technologies for PCB destruction, reduction, or immobilization
  • State regulatory standards and potential PCB statutes
  • PCB disposal issues and facilities
  • PCB forensics
  • Review of pertinent case studies

And work with Federal and State agencies that include:

  • U.S. Environmental Protection Agency (EPA)
  • New England state environmental regulatory agencies
  • U.S. Army Corps of Engineers (USACE)
  • National Institute for Occupational Safety and Health (NIOSH)

TSCA & PCB Working Group Leadership Team

The members of the TSCA & PCB Working Group Leadership Team meet routinely to identify topics for future EBC programs. As part of their responsibility, members of the leadership team will take on the role of program chair to organize and moderate EBC programs for this working group.

Emerging Contaminants Working Group

The Emerging Contaminants Working Group will provide the industry with current information on emerging contaminants to support informed decisions and effectively managing risks. As emerging contaminants become known, the Working Group will work to understand and educate industry colleagues on the issues posed and potential approaches to eliminate risk. The Working Group will develop informational/educational programs that discuss a wide range of topics that will address the challenges associated with the evolving world of Emerging Contaminants.

Examples of contaminants this group will work on include but are not limited to:

  • PFAS – Per- and polyfluoroalkyl substances
  • 1,4-Dioxane
  • Microplastics
  • Pharmaceuticals
  • Harmful algal blooms
  • Virus’/Bacteria

Program topics include:

  • Characterization techniques (i.e. sampling and analytical)
  • Fate and transport
  • Potential remediation strategies
  • Toxicology
  • Human health and ecological risk assessment
  • State and federal regulations
  • Legal implications associated with these contaminants

And work with Federal and State agencies that include:

  • Centers for Disease Control and Prevention (CDC)
  • New England state environmental regulatory agencies
