Bedford, New Hampshire – Normandeau Associates, Inc. has announced that it has acquired Thomas R. Payne & Associates, Fisheries Consultants, of Arcata in Humboldt County, Northern California.
Thomas R. Payne & Associates (TRPA) is internationally known for its extensive experience in the evaluation of instream flow needs and the assessment of water resource development impacts to fishery resources. TRPA has worked for nearly 30 years with numerous instream flow methods, specializing in the Instream Flow Incremental Methodology (IFIM). In addition to 1D and 2D habitat modeling for the IFIM, TRPA has developed habitat suitability criteria for a wide variety of aquatic species, monitored riverine fish population abundance, written software for and conducted water temperature network modeling, and applied habitat evaluation procedures for multiple species. They offer training and workshops in all aspects of the IFIM, and developed RHABSIM, a popular commercial version of PHABSIM, the IFIM hydraulic and habitat software. “TRPA is widely recognized for its instream flow expertise and is highly regarded by clients, industry and regulators”, stated Pamela Hall, President and CEO of Normandeau Associates. “They are the ‘experts’ in the science of instream flow and one of only a few firms in the U.S. with such expertise. TRPA is a very strategic acquisition for Normandeau Associates.”
Thomas Payne will share his time between Normandeau Associates and updating RHABSIM into a new, comprehensive implementation of the IFIM for environmental flow analysis. Tom will be a Senior Associate for Normandeau and involved with business development, instream flow projects and consulting, expert testimony, and training in the application of instream flow models. “Acquisition of TRPA by Normandeau Associates represents a substantial benefit to clients who have a need for evaluating the impacts of flow alteration on aquatic habitat,” stated Tom Payne. “Our knowledge of instream flow assessment and Normandeau’s broader range of environmental services will create a strong partnership for addressing hydroelectric, irrigation, and related project issues.”
TRPA staff will report to Rick Simmons, a senior manager based in Bedford NH, the company’s corporate office. Rick will work with Tim Brush, Vice President, who is responsible for the company’s waterpower business and for company branch offices in the West. “We have worked on a number of projects with Tom Payne and his highly skilled staff. It was clear that TRPA’s expertise, experience, and work ethic aligned very well with the vision of Normandeau Associates, so the acquisition makes sense for us on multiple levels. In particular, our instream flow and stream ecology capabilities are significantly enhanced at a time when water related issues and controversies are expanding,” stated Tim Brush.
