Tighe & Bond Honored with an Engineering Excellence Award by ACEC-CT

Park New Haven’s “Green” State/Trumbull Parking Lot Design Wins ACEC-CT Engineering Excellence Award

Westfield, Massachusetts – February 22, 2018 – The American Council of Engineering Companies of Connecticut (ACEC/CT) honored Tighe & Bond and Park New Haven with an Engineering Excellence Award for the design of the State/Trumbull Parking Lot in downtown New Haven. The recognition took place on January 22 during ACEC/CT’s 2018 Engineering Excellence Awards ceremony at the Aqua Turf Club in Plantsville, CT.

Tighe & Bond, a New England leader in civil and environmental engineering, won praise for its design of this innovative, sustainable downtown surface parking lot that features numerous benefits for the city, community and Park New Haven. The new parking facility provides area businesses and residents, who previously lacked sufficient parking, with 77 additional spaces of convenient and affordable parking. Recognized as New England’s first certified “green” parking lot (by the Green Parking Council, aligned with USGBC), it is also a testament to Park New

Haven’s goal of protecting and enriching the environment by embracing sustainable development practices.

Tighe & Bond’s range of services included: site feasibility analysis, site layout and grading, stormwater management, electrical engineering/lighting design, landscape design, regulatory permitting and construction administration. Park New Haven’s Program Manager, Turner Construction, oversaw the construction and execution of the project by the General Contractor, William M. Laydon Construction LLC.

New England’ First Certified “Green” Parking Lot – the Benefits

This parking lot layout integrates numerous low-impact and sustainable design elements. The treatment of rainfall through a water quality swale and rain garden significantly reduces both volume and peak stormwater runoff from the site through retention and infiltration, reducing the threat of flooding in the neighborhood while recharging groundwater.

An LED site lighting system provides years of maintenance-free low energy consumption lighting, with full-cutoff fixtures that minimize night sky light pollution. The design provides dusk until dawn lighting for site security, protecting both vehicle owners and neighbors. Plus, reflective pavement coating on all the parking spaces mitigates the urban heat island effect by reducing pavement-generated heat.

In addition, two dedicated electric vehicle (EV) parking spaces promote EV usage and provide free EV charging. Plus, a bike parking area adjacent to the public sidewalk supports multi-modal uses.

Tighe & Bond Publishes 2017 Mass. Water & Sewer Rate Surveys

Posted February 20, 2018 by

Westfield, Massachusetts – February 8, 2018 –Tighe & Bond just published the results of its most recent Massachusetts Water and Sewer Rate Survey. Since 1997, Tighe & Bond has gathered and published Massachusetts water and sewer user rates data that municipal government and private water suppliers can use as a benchmarking tool for comparing their rates against other suppliers in the state.

The survey, conducted across the state during 2017, includes typical annual homeowner water and sewer costs for most systems throughout Massachusetts. It also provides information regarding rate structures and billing cycles. This can be particularly useful information when suppliers are considering adjustments to their current rates or rate structures.

What’s New This Year

Tighe & Bond is now teaming with the Environmental Finance Center at the University of North Carolina School of Government to present the results of the firm’s rate study using a free, online rates dashboard developed, hosted and maintained by the Center. This gives users more flexibility in examining the survey data. Users can adjust the assumed annual usage that the comparison is based on, review conservation and affordability metrics, as well as compare annual bills. They can also compare rates by utility size, river basin, geographic area, and median household income.

Survey Results

The 2017 water survey indicates that annual water costs in in Massachusetts range from a low of $123 to a high of $2,025. The 2017 average is $595, and the median is $568.  Sixty-five percent of survey respondents have increased their rates since our 2014 survey.

The 2017 sewer survey indicates that annual sewer costs in in Massachusetts range from a low of $229 to a high of $2,316.  The 2017 average is $862, and the median is $838.  Three-quarters of survey respondents have increased their rates since our 2014 survey.

Anyone can access the online rates dashboard, or request a copy of these survey results, by visiting https://www.tighebond.com/category/rate-surveys.

Tighe & Bond’s Blog for Water System Challenges

One of the most commonly reported challenges facing water systems across Massachusetts and throughout New England is aging infrastructure. A rate structure designed to provide sustainable revenue for operations and capital programs is critical to ensure reliable, safe drinking water and effective sewer and fire protection. Tighe & Bond’s “Water Insights” blog located at https://www.tighebond.com/category/water-insights/ features numerous articles supporting municipal and water company concerns.
