This EBC Energy Resources Program will examine the current state of the solar incentive market in Massachusetts, the process DOER has put in place to allow projects to continue to realize the benefits of the Solar Carve-Out II (SREC II) program even though that program will soon exceed (and go well beyond) its target capacity, as well as an in depth analysis of the proposed Solar Massachusetts Renewable Target (SMART) Program, which as currently proposed will dramatically change how Massachusetts incentivizes solar. Massachusetts hopes that SMART will continue the success of the SREC I and SREC II programs while reducing the costs to ratepayers.  Soon, DOER is expected to published proposed regulations for the SMART program, and is also expected to open the application process of qualify for SREC II incentives until the SMART program is in place, and this seminar will explain the nuts and bolts of both programs.
